LPP Utilizes Emergency Operations Center (EOC) to Address Flood and Flash Flood Risks in Vulnerable Areas
LPP Property Management is using the Emergency Operations Center (EOC) as a monitoring unit for areas at risk of flooding and flash floods within the projects it manages. Measures are being implemented based on the risk levels of each project, with management actions to be taken within 24 hours, aiming to minimize potential damage to residents.
Mr. Surawut Sukjareonsin, Chief Executive Officer of LPP Property Management Co., Ltd. (LPP), a property management company, discussed the preparation of an emergency plan to monitor areas at risk of flooding and flash floods across all 240 projects managed by LPP. This comes in response to heavy and continuous rainfall, as well as a large mass of water moving down, which could impact residential projects near water sources. Therefore, measures for close monitoring and care have been established under the concept of “Unity, Care, and Sharing.” The situation is managed through the Emergency Operations Center (EOC), which utilizes strategic plans and serves as a reporting point to coordinate and deploy personnel to assist both the managed projects and nearby areas.
The response strategy begins with deploying staff to patrol the surrounding areas of the projects to observe and assess water levels. The risk levels of the areas are categorized into three levels: high risk (red), medium risk (yellow), and low risk (green). Daily reports for each project are compiled to summarize information sent to the Emergency Operations Center (EOC). Currently, there are 12 projects under close monitoring in high-risk areas and 48 projects in medium-risk areas that may be affected.
The Emergency Operations Center (EOC) acts as a central hub for receiving reports from project teams and disseminating requests for support to unaffected projects. This includes managing water pumps in the network to ensure optimal performance and managing personnel. There are specific time requirements for care and assistance to be initiated within 24 hours (Same Day Approach) after receiving notifications, including the procurement, installation of equipment, and personnel support. For projects in critical situations, immediate assistance will be provided.
“Following the warning from the National Water Command Center to monitor areas at risk of flooding and flash floods in Bangkok, LPP has also prepared measures for care, monitoring, and alerting, ready to respond to this emergency situation immediately. This is to prepare for and minimize damage to residents within the projects managed by LPP. From our surveys across various projects, we found approximately 50 projects that fall within high and medium-risk areas. The specific emergency measures we have planned and supported will instill confidence and reassurance among residents, alleviating concerns in case of unexpected events. Currently, the projects managed by LPP have not been affected, thanks to the diligence of our staff who are closely prepared on-site,” Mr. Surawut stated.
