The meeting of the COVID-19 Situation Administration Center (CCSA), chaired by Prime Minister General Prayuth Chan-o-cha, has decided to adjust the levels of COVID-19 situation in various regions across the kingdom, along with implementing preventive measures according to the situation levels starting from September 1, 2021.

            Additional businesses and activities are permitted to operate based on readiness and necessity to allow citizens to return to a near-normal life. However, the Work From Home measure remains in place, and a curfew is still enforced from 9 PM to 4 AM for at least 14 days, along with enhanced personal and organizational disease control measures to reduce severe cases and deaths in the 29 provinces under maximum and strict control.

           

 

1. Inter-Provincial Travel from Maximum Control Areas

Travel should be avoided unless absolutely necessary.

Individuals with a history of exposure to infection or confirmed cases should travel via the home-return program to prevent the spread of the virus during and after travel.

Public transport will limit passengers to no more than 75%, and masks must be worn at all times.
No eating is allowed.

Long-distance buses or vans should take breaks every 2-3 hours for ventilation.

Workers traveling to work should use the seal route system under the Bubble and Seal measures.

Monitoring of these measures will be conducted by operators, the Ministry of Transport, and the Civil Aviation Authority.

 

2. Restaurant Services

Restaurants located outdoors or in buildings without air conditioning, with good ventilation, can operate at 75% capacity. Restaurants with air conditioning can operate at 50% capacity, with strict adherence to measures and oversight.

 

3. Shopping Malls and Community Malls can operate all departments under the measures.

Exceptions for businesses/activities with conditions include:

Beauty salons and hair cutting services can only provide haircuts for up to 1 hour, massage shops can only offer foot massages.

Beauty clinics can only sell products (appointments may be required).

Restaurants can operate under the conditions for air-conditioned dining.

 

Businesses/activities that remain closed include tutoring centers, cinemas, spas, amusement parks, water parks, fitness centers, gyms, swimming pools, and meeting or event rooms. Operators must strictly follow the specified disease control measures, monitored by the Thai Chamber of Commerce and the Provincial/ Bangkok Disease Control Committee, with operations allowed until 8 PM.

4. Certain Types of Businesses/Activities include beauty salons and massage services, limited to foot massages.

Operators must strictly adhere to the specified disease control measures, monitored by operators and the Provincial/Bangkok Disease Control Committee.

 

5. Use of Educational Facilities

Schools remain closed but can use their facilities with approval from representatives of the Ministry of Education, the Ministry of Higher Education, Science, Research and Innovation in the area, along with the Provincial/Bangkok Disease Control Committee, following guidelines set by the Ministry of Education, the Ministry of Higher Education, Science, Research and Innovation, and the Ministry of Public Health.

 

6. Sports Fields and Parks that are open-air or indoor sports facilities with good ventilation and no air conditioning can be used for playing, training, or competing without spectators.

Participation in activities will be limited, and gatherings are prohibited, subject to approval from the Provincial/Bangkok Disease Control Committee.

All types of sports fields can be opened for training of national athletes without spectators, with prior notification to the Provincial/Bangkok Disease Control Committee before use.

Organizers must strictly follow the specified disease control measures, monitored by the event organizers, the Ministry of Tourism and Sports, the Sports Authority of Thailand, and the Provincial/Bangkok Disease Control Committee, with operations allowed until 8 PM. All measures will take effect on September 1, 2021.

            The CCSA emphasizes that these measures will start on September 1 for operators who are ready to comply. If not ready, they should study the guidelines first, with the Thai Restaurant Association as a mentor, and proceed when ready, with strict oversight.

            Regarding vaccines, the government will continue to import them and expedite vaccination as quickly as possible, considering additional high-risk professions. ATK tests will also be made more accessible to the public, with urgency in high-risk areas, with 8.5 million kits already signed for today.
