"Uttama" Urges All Ministries to Prepare Tax Reform Plans
"Uttama" urges the Ministry of Finance to find ways to reform the tax system, insisting that every ministry must have its own tax restructuring plan. He emphasized the need to carefully study a 10% reduction in personal income tax and mentioned that the government will decide on extending the VAT rate of 7%.
On August 5, 2019, Mr. Uttama Saowanee, the Minister of Finance, stated that he has instructed the Fiscal Policy Office (FPO) to study comprehensive approaches to overall tax restructuring and identify what can be implemented. Each ministry must have its own tax restructuring plan, such as for energy taxes and industrial taxes. The specifics of whether to proceed with these plans will need to be considered, and no single type of tax will be reviewed in isolation.
Regarding the proposed 10% reduction in personal income tax as part of the campaign promises, this is still under study. There has been no discussion on how or to what extent the adjustment will be made, as everything must be carefully considered first. It is essential to assess how each tax reduction will impact government revenue, and the responsible agencies have yet to report on how the tax cuts will affect the tax base. Therefore, everything is still possible. This is an urgent policy assigned to the responsible agencies to implement," Mr. Uttama stated.
Mr. Uttama also mentioned that the Ministry of Finance has not yet considered extending the reduced VAT rate from 10% to 7%, which is set to expire on September 30. This matter needs to be discussed with the government first.
