Revenue Department Sets Tax Collection Target of 2.1 Trillion Baht for Fiscal Year 2023
On January 29, 2019, Mr. Aekniti Nitithanprapas, the Director-General of the Revenue Department, announced that for the fiscal year 2023, the department has set a tax collection target of 2.1 trillion baht, an increase from the 2 trillion baht target in fiscal year 2022, representing an approximate 6% rise. It is expected that the tax collection for both fiscal years 2022 and 2023 will meet the targets, as the Revenue Department has implemented digital systems to enhance the efficiency of tax collection.
In the first quarter of fiscal year 2022, from October to December 2018, the Revenue Department exceeded its tax collection target by 27 billion baht, or 7%, and surpassed the same period last year by 40 billion baht, or 11%. Tax collections exceeded targets across all categories, including value-added tax, personal income tax, and corporate tax.
"The Revenue Department's tax collection is crucial as it accounts for 80% of the total revenue collected for the country. The overachievement in the first quarter of fiscal year 2022 is due to the increased use of technology that facilitates taxpayers, ensuring that the tax collection for both fiscal years 2022 and 2023 will meet the desired targets," said Mr. Aekniti.
Meanwhile, for the personal income tax returns for income earned in 2018, which must be filed between January 1 and March 31, 2019, taxpayers can file online until April 9, 2019. Currently, only 700,000 individuals have filed, with 400,000 requesting tax refunds. The Revenue Department has already processed refunds for over 200,000 individuals, or about 55% of those requesting refunds, as taxpayers filing online can receive refunds through PromptPay within 2-3 days, provided no additional documentation is required.
The Revenue Department anticipates that 10-11 million individuals will file tax returns, with 4 million expected to pay taxes. The goal is to achieve 90% online filing, up from 85% last year. This year, the online filing system will also allow taxpayers to upload documents online, eliminating the need for them to physically submit documents for verification.
Regarding the push for the draft law to amend the Revenue Code to facilitate tax collection from e-business operators, particularly concerning value-added tax on services provided abroad, it is currently under consideration by the Council of State. It is expected that it will not be approved by the current government, necessitating resubmission to the new government for approval. This law aims to create fairness for businesses operating on both domestic and international platforms. However, even if the law is not passed in time, it will not affect the Revenue Department's tax collection for fiscal years 2022 and 2023, as no assessments for this collection have been included in the targets.
