Housing Market Situation in EEC Q4 2025
The Real Estate Information Center (REIC) of the Government Housing Bank (GHB) has conducted an analysis titled "Housing Market Situation in EEC Q4 2025" which reveals that the overall housing market in the EEC has slowed down in both demand and supply compared to the same period last year (YoY). The demand for property ownership transfers has decreased in both the number of units and value, while the supply of land allocation permits has also declined in both the number of projects and units. However, the issuance of residential construction permits has increased. Nevertheless, when considering quarter-on-quarter (QoQ), the transfer of ownership has improved in both the number of units and value, partly supported by government measures such as the reduction of transfer and mortgage fees to 0.01% and the relaxation of LTV criteria across all price levels. Overall, in 2025, the housing market in the EEC continues to decline in both demand and supply compared to the same period in 2024, with details as follows:
Overall Housing Market in EEC Q4 2025 shows that the demand for property ownership transfers has decreased in both the number of units and value, with declines of -2.1% and -7.8% respectively compared to the same period last year (YoY). However, compared to the previous quarter (QoQ), the ownership transfers have benefited from government economic stimulus measures. The supply of land allocation permits has decreased by -6.2% compared to the same period last year (YoY), while the issuance of residential construction permits has increased by 1.7%, with a 9.3% increase in horizontal construction permits, but a -12.7% decrease in condominium permits compared to the same period last year (YoY).
Overall Housing Market in EEC 2025 indicates that the demand for property ownership transfers has decreased by -4.4% in the number of units and -7.4% in value compared to 2024. In terms of location, Rayong province remains prominent with an increase in ownership transfers in both the number of units and value by 4.8% and 3.9% respectively, reflecting the housing demand from workers in industrial estates, driven by the industrial sector and significant employment in the eastern region. The supply of residential construction permits has decreased by -25.0%, with approximately 22,404 units of horizontal construction permits, a decrease of -22.6%, and approximately 3,973 condominium units, a decrease of -35.9%. The issuance of land allocation permits has decreased by -27.5% compared to the same period in 2024, with townhouses being the most allocated type, accounting for 49.8%.
1. Housing Supply Situation
1.1 Land Allocation Permits
In Q4 2025, there were 31 housing projects that received land allocation permits from the Land Department, totaling 2,656 units. The number of projects decreased by -8.8% and the number of units decreased by -6.2% compared to the same period last year (YoY), which had 34 projects and 2,656 units (details in Chart 1).

In 2025, there were 118 land allocation permits from the Land Department, totaling 9,134 units. The number of projects decreased by -22.4% and the number of units decreased by -27.5% compared to 2024, which had 152 projects and 12,603 units. The most allocated housing type was townhouses, totaling 4,553 units, accounting for 49.8%, followed by single houses with 2,602 units (28.5%) and duplex houses with 1,762 units (19.3%). The remainder consisted of allocated land and commercial buildings (details in Chart 1 and Table 2).


When considering by province in the EEC for 2025, the provinces with the most land allocation permits are ranked as follows:
Rank 1 Rayong with 4,842 units, accounting for 53.0% of total land allocation permits, decreased by -5.7% compared to 2024, with the most permits being for townhouses (2,575 units, an increase of 96.1%), followed by single houses (1,282 units, a decrease of -49.1%) and duplex houses (924 units, a decrease of -28.7%).
Rank 2 Chonburi with 3,704 units, accounting for 40.6%, decreased by -38.4% compared to 2024, with the most permits being for townhouses (1,547 units, a decrease of -53.1%), followed by single houses (1,201 units, a decrease of -33.3%) and duplex houses (800 units, a decrease of -7.2%).
Rank 3 Chachoengsao with 588 units, accounting for 6.4%, decreased by -59.5% compared to 2024 (YoY), with the most permits being for townhouses (431 units, a decrease of -19.3%), followed by single houses (119 units, a decrease of -78.4%) and duplex houses (38 units, a decrease of -89.6%) (details in Table 2).
1.2 Residential Construction Permits
In Q4 2025, there were 8,664 residential construction permits issued in the EEC, including self-built residences and those in allocation projects and condominiums, an increase of 1.7%. This includes 6,114 horizontal construction permits, an increase of 9.3%, and 2,550 condominium permits, a decrease of -12.7% compared to the same period last year (YoY) (details in Chart 2 and Table 3).

In 2025 (January - December), there were approximately 26,377 residential construction permits issued in the EEC, including self-built houses, houses in allocation projects, and condominiums, a decrease of -25.0% compared to the same period in 2024, with 22,404 horizontal construction permits (a decrease of -22.6%) and 3,973 condominium permits (a decrease of -35.9%) compared to the same period in 2024 (details in Chart 2 and Table 3).

When considering by province in the EEC for 2025, the provinces with the most residential construction permits are ranked as follows:
Rank 1 Chonburi with approximately 16,019 units, accounting for 60.7% of total residential construction permits, decreased by -29.6% compared to the same period in 2024. This includes 12,308 horizontal construction permits, primarily single houses (9,384 units, a decrease of -5.3%), followed by townhouses (1,932 units, a decrease of -64.4%) and commercial buildings (561 units, a decrease of -5.2%) compared to the same period in 2024. The number of condominiums was 3,711 units, a decrease of -30.5% compared to the same period in 2024.
Rank 2 Rayong with approximately 6,759 units, accounting for 25.6% of total residential construction permits, decreased by -19.6% compared to the same period in 2024. This includes 6,615 horizontal construction permits, primarily single houses (4,156 units, a decrease of -16.1%), followed by townhouses (1,879 units, a decrease of -15.2%) and duplex houses (346 units, a decrease of -12.2%) compared to the same period in 2024. The number of condominiums was 144 units, a decrease of -82.2% compared to the same period in 2024.
Rank 3 Chachoengsao with approximately 3,599 units, accounting for 13.6% of total residential construction permits, decreased by -9.6% compared to the same period in 2024. This includes 3,481 horizontal construction permits, primarily single houses (2,977 units, a decrease of -12.9%), followed by townhouses (254 units, a decrease of -24.2%) and duplex houses (202 units, an increase of 80.4%) compared to the same period in 2024. The number of condominiums was 118 units, an increase of 136.0% compared to the same period in 2024 (details in Table 4).

2. Housing Demand Situation
2.1 Property Ownership Transfers
In Q4 2025, there were 13,090 property ownership transfers in the EEC, valued at 30,784 million baht, a decrease in both the number of units and value by -2.1% and -7.8% respectively compared to the same period last year (YoY), which had 13,365 units and a value of 33,407 million baht. The majority of ownership transfers were for horizontal residences, totaling 9,376 units, a decrease of -0.3%, with a transfer value of 23,244 million baht, a decrease of -3.4% compared to the same period last year (YoY), which had 9,408 units and a value of 24,051 million baht. For condominiums, there were 3,714 units, a decrease of -6.1%, with a value of 7,540 million baht, a decrease of -19.4% compared to the same period last year (YoY), which had 3,957 units and a value of 9,356 million baht (details in Charts 3 and 4).

For the year 2025, there were 45,958 property ownership transfers in the EEC, valued at 110,836 million baht, a decrease in both the number of units and value by -4.4% and -7.4% respectively compared to 2024, which had 48,095 units and a value of 119,663 million baht. The majority of ownership transfers were for horizontal residences, totaling 32,181 units, a decrease of -2.8%, with a value of 80,464 million baht, a decrease of -4.9% compared to 2024, which had 33,097 units and a value of 84,613 million baht. For condominiums, there were 13,777 units, valued at 30,371 million baht, with decreases in both the number of units and value by -8.1% and -13.3% respectively compared to 2024, which had 14,998 units and a value of 35,051 million baht (details in Table 5).

When considering by province for the highest property ownership transfers by value, the ranking is as follows:
Rank 1 Chonburi with 30,308 units, a decrease of -7.6%, valued at 76,945 million baht, a decrease of -10.5% compared to 2024, which had 32,797 units and a value of 85,983 million baht. The majority of ownership transfers were for horizontal residences, totaling 17,862 units, valued at 48,775 million baht, with the highest being townhouses (7,592 units, valued at 13,948 million baht). For condominiums, there were 12,446 units, valued at 28,170 million baht.
Rank 2 Rayong with 11,830 units, an increase of 4.8%, valued at 25,549 million baht, an increase of 3.9% compared to 2024, which had 11,292 units and a value of 24,601 million baht. The majority of ownership transfers were for horizontal residences, totaling 10,783 units, valued at 23,708 million baht, with the highest being single houses (4,927 units, valued at 12,662 million baht). For condominiums, there were 1,047 units, valued at 1,841 million baht.
Rank 3 Chachoengsao with 3,820 units, a decrease of -4.6%, valued at 8,342 million baht, a decrease of -8.1% compared to 2024, which had 4,006 units and a value of 9,079 million baht. The majority of ownership transfers were for horizontal residences, totaling 3,536 units, valued at 7,981 million baht, with the highest being single houses (1,559 units, valued at 4,070 million baht). For condominiums, there were 284 units, valued at 361 million baht (details in Tables 6 and 7).
