The Secretary-General of the OIC has unlocked the issue of documentation for proving COVID-19 infection to claim insurance under the 'Meet-Pay-Finish' scheme, issuing an urgent directive for insurance companies to accept RT-PCR test results instead of medical reports or certifications for benefit payments under COVID-19 insurance policies (Meet-Pay-Finish) to alleviate the hardships faced by the public.

           Dr. Sutthipol Thaveechaiyagarn, Secretary-General of the Office of Insurance Commission (OIC) stated that the current outbreak of the COVID-19 virus is severe, leading to a high number of infected individuals. This has made it difficult for patients to access medical care and obtain medical certificates from healthcare facilities, increasing the risk of further disease transmission. To alleviate the hardships and protect the rights of policyholders, clarity in the implementation of COVID-19 insurance policies (Meet-Pay-Finish) is necessary, as there have been delays in compensation payments in many cases.

            The OIC has issued Registrar's Orders No. 45/2564 regarding the use of documentation for benefit payments under COVID-19 insurance policies for life insurance companies, and Order No. 46/2564 for non-life insurance companies.

             Insurance companies are required to use RT-PCR test results confirming the identity of the tested individual from laboratories accredited by the Department of Medical Sciences instead of medical reports or certifications for benefit payments under COVID-19 insurance policies in cases where the insured is ill or tests positive for COVID-19, for a specified amount (Meet-Pay-Finish).

            The issuance of these two Registrar's Orders has been carried out using a graduated approach, starting with a request for cooperation. However, it has been found that many insurance companies still have differing practices, which may confuse the public and hinder convenience. Therefore, to alleviate the hardships of those affected by COVID-19 and to ensure clarity and uniformity among all insurance companies, thus reducing the burden on the public and policyholders who need to provide evidence for COVID-19 insurance claims under the Meet-Pay-Finish scheme more quickly, it has become necessary to implement legal measures through this order.
