The bonds in question are hybrid bonds, which are subordinated bonds with characteristics similar to equity. They are unsecured, non-convertible, have a bondholder representative, and the issuer has the right to redeem the bonds early, as well as the right to defer interest payments, with accumulated interest payable at any time at the issuer's discretion, without limitation on duration or frequency. They are offered to institutional investors and large investors.
