The National Housing Authority aims to develop housing projects by 2025 in alignment with the policies of Mr. Warawut Silpa-archa, Minister of Social Development and Human Security, regarding 5x5 to overcome the population crisis by creating a suitable ecosystem and enhancing family security through housing development that allows all target groups to enjoy improved quality of life in every dimension.

Mr. Thaveepong Vichaidit, Governor of the National Housing Authority, stated that the National Housing Authority is a state enterprise under the Ministry of Social Development and Human Security, tasked with driving the development of quality housing at affordable prices for people of all genders, ages, and physical conditions to improve their quality of life in social, economic, and environmental dimensions. This includes urban development and revitalization with different development plans based on the condition of residential buildings and project locations. The National Housing Authority aims to elevate the quality of life in housing under the concept of “Housing for All” with a strategy to develop projects that cater to all target groups, designed to accommodate the elderly, persons with disabilities, and everyone, following the principles of Universal Design and incorporating environmentally friendly design guidelines. The National Housing Authority has developed the NHA Eco-Village criteria based on LEED for Homes, LEED for Neighborhood Development, and Green Mark for Residential Building standards for project design, using environmentally friendly construction materials to reduce energy consumption in buildings and minimize waste discharge into nature. Additionally, it studies housing designs that can withstand disaster changes (Resilience Housing) caused by flooding, severe climate changes, and air pollution issues like PM2.5.

In addition to developing housing projects for the public, the National Housing Authority also manages communities to enhance the quality of life for residents, focusing on community-centered principles. It encourages community participation in managing and developing their own communities, promoting the establishment of organizations/groups based on community needs under the Smart and Sustainable Community (SSC) project, covering four dimensions: economic, participatory, health, and environmental. It collaborates with government and private sector partners, as well as educational institutions at community, regional, and national levels, to achieve the goal of building a strong, self-reliant, and sustainable community.

Regarding the management of rental or purchase rights in housing projects, the National Housing Authority has clearly defined eligibility criteria and conditions for participation. For rental buildings, such as residential rental projects, the National Housing Authority allows 1 person per 1 room/contract, prohibiting subleasing. If subleasing is discovered later, the rights will be revoked immediately. In the case of the revitalization and development project in Din Daeng community, the National Housing Authority has already developed 2 buildings: Building G and Building D1, granting rental rights to existing residents at 1 person per 1 room/contract, maintaining a registry of tenants/residents with photographs, and continuously inspecting living quarters. Residents are also encouraged to monitor and report any subleasing, as the National Housing Authority will terminate contracts immediately if such activities are found. For sales projects, the qualifications of buyers and their payment capabilities will be assessed, along with financial consulting to support access to housing, as some groups may face challenges in obtaining loans due to not passing financial institution assessments. Therefore, the National Housing Authority has implemented a housing development loan program for low-income individuals to help those wishing to purchase homes from the National Housing Authority secure housing, which also helps reduce housing inequality in line with government policies.

Throughout the years, the National Housing Authority has continuously developed housing and enhanced the quality of life for residents in all dimensions, aligning with the government's direction and policies to create opportunities for access to housing under the 20-year housing development master plan (2017-2037). By 2025, the National Housing Authority remains committed to developing housing to ensure that all target groups have access to quality housing that meets standards and improves quality of life under the vision of “Building Homes, Creating Happiness for a Better Quality of Life.”
