The Prime Minister has issued Regulation No. 2 under the Emergency Decree, prohibiting individuals nationwide from leaving their residences between 10 PM and 4 AM the following day, except in cases of necessity or for those on duty (as detailed in the regulation), starting from April 3, 2020, until further notice. Violators may face imprisonment of up to 2 years, a fine of up to 40,000 baht, or both.

Announced on April 2, 2020.

Following the declaration of a state of emergency throughout the Kingdom and the issuance of Regulation No. 1 on March 25, 2020, additional measures are necessary to swiftly resolve the emergency situation, utilizing the authority under Section 9 of the Emergency Decree on Public Administration B.E. 2548. The Prime Minister has therefore issued the following additional regulation (No. 2):

Article 1: No person shall leave their residence throughout the Kingdom between 10 PM and 4 AM the following day, except for those with necessity or those working in medical services, banking, transportation of essential goods, agricultural products, medicines, medical supplies, newspapers, fuel transportation, parcel delivery, import or export transportation, transportation of individuals for quarantine under the Communicable Disease Act, normal night shift work, or traveling to or from airports, provided they have necessary documentation or relevant documents regarding goods or travel and comply with health measures as per Regulation No. 1, or are officials performing duties under regulations, announcements, or orders from the government, or have other necessary reasons with permission from authorized personnel.

Anyone violating this provision shall be subject to imprisonment of up to two years or a fine of up to 40,000 baht, or both, in accordance with Section 18 of the Emergency Decree on Public Administration B.E. 2548.

Article 2: In cases where there are announcements or orders prohibiting, warning, or advising similar to Article 1 for any province, area, or location, with stricter conditions or times than this regulation, compliance with that announcement or order shall continue.

Article 3: In cases where individuals cannot be moved who are in transit to leave the Kingdom, the provincial communicable disease control committee or the Bangkok communicable disease committee shall arrange for isolation to control or quarantine such individuals to prevent the spread of disease under specified conditions and duration, starting from April 3, 2020, until further notice.
