Currently, we are entering the fourth quarter of fiscal year 2019, with less than three months remaining for debt creation and budget disbursement. Therefore, to ensure that budget expenditures meet the established targets, all agencies have been notified to expedite debt creation and disbursement to be completed by September 2019 to prevent budget funds from being returned. For agencies that have already made purchases, any remaining budget should be quickly reallocated to projects/items that did not receive sufficient budget allocation, in accordance with relevant regulations, and to complete debt creation and budget disbursement as soon as possible.
