CP Group Absent from Special Bid Submission for High-Speed Rail Linking Three Airports
The bidding process for the high-speed rail project connecting three airports is still lacking the presence of CP Group, which has not submitted a special bid proposal. The State Railway of Thailand (SRT) is not waiting and is preparing to hold a committee meeting to summarize the results on December 21, with an official announcement expected next week.
Mr. Worawut Mala, the acting governor of the State Railway of Thailand, revealed that the progress of the bidding for the high-speed rail project, valued at 215 billion baht, has seen both private companies pass the qualification stage for the price envelope. According to the procedure, the SRT will gradually call the companies to submit their special bid proposals within one week after the opening of the envelopes on December 14.
However, three days have passed this week, and it has been noted that the group with the lowest bid, Charoen Pokphand Holdings Co., Ltd. and its partners, have not submitted their proposal. Similarly, the joint venture BSR Joint Venture is waiting for the CP Group to submit their proposal first, as per the stipulated conditions.
Mr. Worawut further stated that on Friday, December 21, at 9:00 AM, the SRT will hold a selection committee meeting to summarize the bidding results before officially announcing the winner and revealing the proposal figures from the various envelopes within the following week.
According to reporters, the selection committee for the financial proposals in the project allowing private entities to bid for the high-speed rail connecting Don Mueang, Suvarnabhumi, and U-Tapao airports found that the joint venture led by Charoen Pokphand Holdings Co., Ltd. (CP) requested the least government subsidy, lower than that proposed by BTS Group Holdings. Meanwhile, BTS requested a construction subsidy from the government that exceeded the ceiling set at 199 billion baht.
